Sergei Samutin specializes in Russian and European corporate and commercial law, mergers and acquisitions, banking, maritime, insurance law, arbitration and civil proceedings, tax structuring as well as international public law and private international law. Prior to the creation of Lyapin Petrov & Partners, S. P. Samutin worked as a legal advisor at the joint Russian-Norwegian shipping company Biskaugen Shipping AS, Oslo, Norway, an attorney at the marine department of ОАО Primorskoe Morskoe Parokhodstvo, was the head of the legal service of one of the city tax inspectorate of the Far East of the Russian Federation as well as of the consultant and expert service of the Federal Arbitration Court of the Far Eastern District.
S. P. Samutin has great experience in conducting cases in Russian and international judicial and arbitral bodies, including ICC Court of Arbitration, American Arbitration Association, Arbitration Institute of the Stockholm Chamber of Commerce, German Institution of Arbitration, Japan Commercial Arbitration Association, Hong Kong International Arbitration Centre. In addition, S. P. Samutin has vast experience in conducting cases in the European Court of Human Rights.
After immigrating to the Republic of Cyprus, S. P. Samutin provided support for some business projects aimed at establishing, supporting and optimizing activities of a number of shipping companies in the Republic of Cyprus, at the request of a Moscow bank he organized and rendered legal assistance in opening a branch of this bank in the Republic of Cyprus, and was also a legal advisor of an ОАО Promsviazbank branch in the Republic of Cyprus. S. P. Samutin regularly represents clients before courts of all instances, both in the Russian Federation and abroad.
S. P. Samutin has extensive experience in rendering legal and operational support for investment projects at all stages of their implementation, he served as a director of an investment company incorporated in the Republic of Cyprus.
S. P. Samutin is a graduate of the law department of the Far Eastern National University, received an MBA degree in International Relations and European Integration from the University of Cyprus and a second higher education at the Academy of Public Administration.
The Republic of Cyprus is S. P. Samutin’s principal place of residence and work, he holds a labour permit allowing him to work at any place within the European Union and has great command of the English language.
